The process of determining replacement costs for a property or structure is a critical part of any eminent domain case. Martyn has significant experience in helping public agencies determine fair market value and replacement costs. He has worked with numerous local, state, and federal agencies, including Sound Transit, the Port of Seattle, the Washington State Department of Transportation, the FTA, the FHWA and the FAA. 

Martyn understands the complex laws and regulations and is experienced in developing detailed and accurate cost estimates for replacing property owners’ existing structures.

He will complete a site investigation to determine the size, quantity, and quality of the necessary improvements. He uses the information to prepare an estimated cost of construction, using today’s costs for materials, practices, and methods of construction. 

When the structure has already been removed or a site investigation is not possible for another reason, Martyn uses other tools and resources to understand the building in its original form, such as historical photos, blueprints, and permit drawings.
